I'm told there is a file with all the subtitles and dialogue trees in it, one that contains the filenames for the voice files. Which file is it? Perhaps I'm using the wrong tool, but I can't seem to find it.

Good evening,
Did you perchance try and use this method to look for the dialogue-texts? The way it works is that you can access different, separate .dlg-files and get to work changing the texts of individual .dlg, from what I found. Did you have any particular section in mind which you wanted to edit?
It's none too clear about extracting VO from the Origins-campaign, neither is the wiki for that matter. something I myself would be interested in. One thing you can do, however, is generate VO-files with automated voices which should give you the filenames.

GardenGoblin, you are probably searching for the talk table files.
Here you will find a description where you will find the string editor in the toolset which loads the standard tlk files:

You can open other .tlk files in the toolset as well. The language specific .tlk files for the Single Player module are located in the the SP subfolder of your installation path.
In case you want to edit subtitles and save changes - there is the TLk editor on Nexus:

Ack, I realized I left something out. I'm looking for the files for Dragon Age 2. For DAO, I can use the toolset to find dialogue.
