You need to use Incendiary ammo to make a god-mode Shuriken. You get about 150 damage on impact and 450 damage DoT. Watch this video of how powerful it is against mooks on cardboard bronze. You'll be impressed.

If you really have to: put it on a GI, use lv3/4 equipment and go nuts on silver.
