I use it in a pinch to stagger, but not @ all usually.

Today I ran to revive a teammate who was a super newbie who was clearly trying but sucking (I'd guess it was his first gold game and that he'll be back on silver for a few weeks). Two troopers on him both starting their stomp animation; Tech Armor! staggered them back, focused their attention on me so I could kill both and revive the squaddie. I was super pleased with myself.
