So I've been searching around the internet to verify this and hope that someone else can tell me what's what, but do I actually have to have a max renegade score in order to intimidate Elias Kelham into talking immediately? As of now, my renegade meter is four bars full, and slightly outweighs the paragon. If it really does require a max score, that's really disappointing.

I managed to "convince" him to talk with less than totally full renegade bar.

I can get every other charm and intimidate option after that if I skip the interrupts, but it seems there's nothing I can do about the first one that immediately ends the interrogation. Oh well, at least the dialogue with the attorney is pretty entertaining.

You don't have to have max renegade. My renegade was around 3/4. The bottom left dialogue popped up for the interrogation to last for a brief moment.

Remember that the paragon / renegade bars in ME2 are very misleading: what matters, when it comes to intimidate checks, is your ratio of "renegade points actually acquired" / "total renegade points possible so far"; whereas the bar shows simply the total acquired. Since you say that your paragon score is only slightly less than your renegade score, that tells me you've definitely missed a lot of potential renegade points, and therefore your intimidate ratio is probably around 50% or 60%. You can still pull the Spectre card to force a confession (if you are a Spectre) but you'll have to thrash him a while first.

Good to know. It's times like this I wish I could join the PC master race and edit this stuff under the hood so I can freely choose all the options I want.

No, to pull the Spectre card on him, you need to skip all the persuade options and interrupts. (Well, maybe not all of them, but I know when I got that option it was because I avoided all persuade/interrupt options.) If you avoid all persuade/interrupt opportunities, then Kelham's Lawyer enters the room and then you can pull the Spectre card. Of course, you do have to be a Spectre for that, unlike with the Renegade dialogue option which doesn't check whether you are a Spectre or not.
Also, while your renegade score needs to be high, it doesn't need to be sky high. I have gotten that option once playing a renegon. My guess is I was 66/33 renegade/paragon. It is much easier if you import a lot of renegade points (190 points max) and do the mission as early as possible.

download gibbed and edit your save file, if that is how you feel. I do now that I've played the game several times. unless your on ps3...then it just suxs to be you.
