I've played through and finished the game twice now, once on Veteran, and once on Normal. I still can't select the Hardcore difficulty from the options page though.
Can someone tell me what i am missing please <i>?</i>

Did you receive an achievement for completing the game under any difficulty?
If my memory serves me right, the unlock of Hardcode level is related to this achievement...

I have the same problem. I completed ME1 twice now, and have the Medal of Honor Achievement.
When choosing the dificulty level, I see hardcore, but it says MUST BE UNLOCKED in the description screen.
I was able to reach the 50th level and have received this achievement also.
Would realy like to be able to play Hardcore.
