Phantoms. Hate them. Cerebus cheats and phantoms cheat the worst. One reason why I hate them is chronicaled in the Your Last PUG in One Word thread ("skewered").

Hunters. Staggerlock + staggerproof (sure they appear to stagger/freeze/ragdoll, but they can still shoot you!) + phase cloak.
And, the final insult - if you hack them they're useless to you, since they waste the hack duration trying to sneak around, never actually shooting and drawing no aggro.

Marauders, I find them more annoying than other enemies and if they show up in a fight I try to take them out as quickly as I can. I also hate Phantoms, like Marauders I tend to go after them first.
