Among the bonusses which do not count are those from specialisations.

 

The quality of the scripting really boggles the mind sometimes. In RL you are much more likely to lose a bit of strength, dexterity or constitution than a specialisation...

I generally prefer to make all Min requirements w/o boosts from items and elsewhere; use the Respec mod to aid in situations like post-Fade adventures, post-Ostegar, etc
