Liara is to busy doing naughty things with the awesome Conrad Verner to wast time on Shepherd and his mission..

Well I guess that doesnt really matter anyways (the bit about Liara).  Im just having a REALLY tough time seeing Conrad as a major character in the game...Like, he's just a fanboy.  You saying that within 2 years in the game, he signed up for the military, may have ended/strengthened his marriage (yes the man is married) for the coming trials, passed the SAM training, passed their advanced training, became an N7, and got pass any reservations the Council might have had about hireing another human Spec.Tre so soon?

I hope when he shows up in ME2 that he tries to get in my face about how I treated him in ME1...Because given the option at that point...I'll probably kill him lol

He doesn't really follow you around, he's just there....waiting for you. He's a very creepy individual who idolizes you and wants to become a spectre too.  Basically, Conrad Verner is the Fail of humanity.
