I've often pondered this very question during one of my many Platinum PUGs [I think subconsciously I'm a masochist
]
The main reason I don't attack the enemy being levitated is because if the role were reversed, I know I wouldn't be too happy about it, especially if there are other enemies near me.
Unless the Jugg looks like he needs help (i.e. surrounded by Phantoms/Pyros/Hunters), I'm usually some place else hunting out other units, while he's playing high five with the Banshees ![]()
But having said this, there are situations where I do attack the floaty target:
1) It's the last enemy of the wave and the match is taking longer than I would like (else I just hit the ammo box and watch it from a far lol)
2) I feel the Jugg is better off using the force on something else i.e. how about you grab that stabby stabby phantom instead of the husk? ![]()
3) There's currently nothing else in the vicinity to shoot and instead of leaving the Jugg alone, I'll kill the thing so we can all move together.

Disregard the previous statement entirely if I'm a vanguard or a krogan. I don't know why but if a Juggy's holding a phantom still, I HAVE to arm slap it as a krogan or biotic charge it. I don't know why. I just do.
Edit: Rather, if it's not being a problem and the Juggernaut needs shields, I will usually just run past the juggernaut. But again, disgregard that if krogan or a melee kit/vanguard.

Just please get rid of Scions. Scions are the sworn enemy of the Juggernaut. And, to a lesser degree, Brutes. In return I'll make sure a banshee never bothers you for the entire game. A fair trade

Scions and ravagers! Both cause issues because of our inability to get to them fast when jugg'ing. I'm not really troubled by brutes so much unless there are 3 and they brought their two best banshee mates

It's too much work to keep in mind each individuals preference when they're playing a Juggernaut so I'll just continue to see the Juggernaut as useless.
If a jug doesn't treat himsef as a mobile unit (adrenaline is a must) with tons of shields - then let him die or let him have his own half of a map .

Phantoms are viable targets in all circumstances. Any time a Juggy is dealing with 2 or more big baddies (who could eventually take him down), they are viable targets. In any other circumstances, I tend to let the Juggy keep meleeing unless there's no other targets around.

Juggs can hold two banshees but very soon he'll have a ton of other stuf honing in on him and will get swarmed quickly.
I found that melee Juggs is best accompanied by a flamer kit. Vorcha soldier for instance will either melt everything or blow everything around Juggy while he's meleeing. Banshees won't be power canceling while they are engaged with Juggs.
Human Adept is another good Juggy-buddy, especially against Reapers. When the enemies are crowded around the Juggy, it becomes very easy to detonate multiple BEs with Singularity + Shockwave. Also, the AOE damage from each explosion hits all the enemies crowded around, so the damage piles up quickly. Finally, the BEs can stagger Banshees, Brutes, etc., and give the Juggy a little bit of relief from being slapped.

When a Juggy has a high-level enemy (Phantom or Banshee) in a choke hold, do you want me to attack it? I feel like I am "kill-stealing". But, then I wonder if the Juggy thinks I'm not helping.
You haven't played with competent people. Pick your corner of the map and clean it up in a timely fasion.
Do not ever meele Banshee (unless you need shields), you are much better doing circles around her.

Me personally, if the juggy is meleeing lesser enemies, i'll let him have at it since he is probably restoring his shields, but phantoms i will help kill immediately. I find that sometimes his HM doesn't finish off the phantom and she runs off and cloaks and ends up killing fellow teammates. I will always help him annihilate bosses and even slightly more powerful enemies...dragoons,pyros,phantoms, maruaders (yep their phaestons hit like high end typhoons), geth rocket troopers...etc. any one of those enemies mentioned can actually take down a juggy if he's getting overrun and mobbed, even if he's trying to HM them.
If i see he's completely surrounded by praetorians and scions and collector troopers?...i'll just pull out a rocket....

Unless I say in-game, "Give me a sec to get some shields back before you blow this *whatever* up," I expect it to be set on fire as quickly as possible. I usually only resort to the heavy melee in 2 cases:
1) phantom/nemesis won't settle down and take the beating they deserve
2) I need a quick hit of shields because I used my cooldown for restoring Siege Pulse instead of putting my turret down.

There are certain situtations where this answer should be an obvious yes or no.
Situations I feel count as a yes:
Is the enemy locked up going to still be alive once the melee is done? Is the jugg securely holding down 4th place by a landslide? Do you feel like killing it for reasons? Is it a possessed a-bom and your other teammates are not looking? Have they only obtained melee kill medals?
Situations I feel count as a no:
Is the jugg surrounded beyond all hope of getting out? Is it a useless enemy and the wave is almost done? Has the jugg been doing more than heavy melee all match?
Competent jugg players melee out of necessity, not because they feel it is the only way to survive. I run a PPR jugg, and it I only use it for occasional shields, I try to grab every phantom so my team can make short work, and when I have to stop Firin mah Lazor!

The enemy is there to be wiped out, kill em all.
Juggamuffins are there to draw aggro for the team. There is no kill stealing, just assisting.

I shoot for one reason alone... sooner or later an A-bomb will come moseying into the crowd. Seeing if the Juggy survives the carnage is such a beautiful sight.
