Why can't the Quarians colonize a planet?

I can't help wondering why it is that the Quarians have to live on their Migrant Fleet instead of colonizing some planet somewhere.  Apparently there were plenty of planets out there suitable for humans to colonize, and they've been a spacefaring race for what, 26 years, whereas the Migrant Fleet has been around for 300?  I realize human and Quarian physiology is different, but I find it hard to believe it's so incredibly different that every single planet suitable to humans could not have been suitable for Quarians or that there's no planet anywhere that would be suitable.

Do you have to apply to the Council for permission to colonize a planet or something?  Or is it somehow morally reprehensible to the Quarian race to consider colonizing a planet until they have their homeworld back?

There are a number of factors:



-They'd need to find a planet that could support dextro-amino acid lifeforms.

-They'd need to find one that has enough resources to sustain their booming population.

-They'd need to find one that isn't ALREADY populated. (I'm sure the Turians have already staked claims on most of the prime planets that could support dextro-amino acid lifeforms.)

-Etc, etc, etc.



I'm sure they've come across several planets in the past that could have fit the bill, but for whatever reason simply weren't good enough to suit their needs. Whether because of a lack of resources, overly hostile local flora and/or fauna, etc. You also have to remember that the Migrant Fleet seems like a rather slow moving conglomerate of ships and might not be able to explore the galaxy as fast as smaller fleets could.

I think it's supposed to be Tali, but it doesn't really work if that's what it is. but yeah it seems the main reason is that the Turians have dibs on most the worlds that could support them, and so the Quarians have given up hope on finding one that they haven't claimed

I think main reasons are that, Quarians don't have any space territory that belong to them. Of corse Veil is technically their property, but those system are taken by Geth. Quarians Can't Just take any other world capable of sustain live because those are :



1. Already on the territory of other race



2 They are weary close to hostile space full of pirates etc.

They're actually working on it.



The Migrant Fleet has a fixed population. Finding a colonizable world would break up the Migrant Fleet and endanger their entire species.

The Quarians are dying out. The leaders are terrified and that has caused them to cling to tradition and a fixed population. The truth is - it will eventually fall apart - change is necissary for survival.



SO,



In Ascension - they've sent out ships from the Migrant Fleet to find a new world of the Quarians.

I believe that it will be a part of ME 2 or 3. Shepard discovering a new world for the Quarians.

Because it would ruin the whole plot revolving around the Quarians...



Obviously they could colonize if they wanted to (*ahem* if Bioware wanted them to)...look at humans...they somehow found a bunch of random colony worlds that no one had touched before and set up shop. Eden Prime had a 3mil population, I think eaily the Quarians could figure something out, ANYTHING is better than being stuck on ships forever.

The Quarians can't colonize the Terminus Systems. They don't have a military - and the Terminus Systems are extremely violent. They would be wiped out. They can't take a chance that the colony will fail.

The rest of the "known" galaxy is colonized already. Nobody is going to allow the Quarians to just settle next door.

The books detail that they need to go through unexplored mass relays. And they have - the outcome is unknown.

Lack of available worlds would seem to be the most blatently obvious answer.

If we consider the information available, it would seem that beings with the amino-acid compisition which quarians have, it would seem to be a rare occurance in the galaxy. Consider, that asari, batarians, drell, elcor, hanar, humans, krogan, volous and salarians all have a levo-protein physiology, where as only the quarians and turians are dextro-protein based. Best guess says that planets capable of supporting dextro-protein physologys are few and far between.

Next, consider that space travel is limited by the mass relays. While I'm a bit unclear on exactly how they're linked together, what is obvious is that there is are practical limitations to how far a ship can travel from a relay while still remaining connected to the galaxy at large. Not because you can't use a relay to travel there, but rather, you'd need one to travel back. This means that space exploration is functionally limited to "islands" around known, operational mass relays.

We're aware of three territories--I use the term loosely as there is likely vast stretches of space impractical to travel to within those territories--in the known galaxy: Citadel Space, the Terminus Systems, and Beyond the Persus Veil. Moving from last to first, obviously the quarians aren't welcome beyond the Veil; the geth wouldn't be likely to accomadate them.

The Terminus systems might have a certain amount of appeal; not completely certain if they exist, but obviously any council laws forbidding terraforming wouldn't apply. Of course, terraforming is likely an expensive and arduous process. Which isn't to say that terraforming would be completely necessary, but it might be an easier bet than finding an uncolonized world capable of supporting quarian life. The real downside is all those pesky batarian slavers and other ne'er-do-wells milling about in the Terminus systems, with likely very little qualm about doing all sorts of horrible things to the poorly defended and completely unsupported migrant fleet.

Final and best option is Citadel Space. Quarians carry a certain stigma, and thus are unlikely to receive much help from the other species. Their best bet would be to try and find an uninhabited dextro-protien supporting planet. Unfortunately, the turians have a very large fleet, an expansionist attitude, and they don't easily forgive mistakes, all of which adds up to the Hierarchy already likely controling the vast majority, if not all the suitable planets in Citadel Space--the ones they haven't colonized are probably crap--and being unlikely to take the quarians on as a client race. It's possible one of the crap worlds the turians have neglected might be terraformed, but again it would be a long expensive process, and it kinda seems like the sort of thing that might be illegal in Citadel Space.

So, in known space--known to us, perhaps not to the species of the 'Mass Effect' setting--their options are limited to certain death, extreme danger, and universal disdain.

Their best hope at this point would be the discovery of a new Mass Relay somewhere in an unexplored area of space not to far from a world capable of supporting dextro-protien based life, and they would likely still need the support of the Council to protect them from pirates and raiders while they establish themselves. Hell, they'd probably have to make some sort of unpleasent and one-sided bargin just to keep the Turians from claiming the any such planets unless they got there first.

Anyway, uh... Quarians need a planet that would effectively support their biology and health because their immune systems aren't up for the outside world... that's why they wear the suits and masks. Pretty much... :|
