While I'm of the firm opinion anyone stupid enough to try to rob someone's house deserves anything they get no this is not the case remotely. Plenty of robbers are stopped non violently.

Ok, the Chantry's doesn't assign responsibility for the darkspawn to the Maker. The story goes that the Magisters were responsibly for blackening the city and bringing the taint back to Thedas. The Maker didn't send the darkspawn back as a punishment for all the world. The darkspawn were the unintended consequence of the Magisters' hubris.
If the Maker exists and the Chantry is right, the most you can say about him is that he's basically inactive. Everything else that happens is because the choices of people of Thedas cause them to happen.

Checking the usually reliable DA Wiki and we find that:
"Yet the Maker turned away from His first children, because while they could alter their world at will, they lacked a soul, and could only copy, not create or imagine for themselves. Dissatisfied with the result, He left the Fade behind, creating the world of Thedas instead," we also find that:
"According to the Chantry, the dwarves were not among his creations" and:
"The next realm that the Maker created was one that his new creations would not be able to change at will. He separated it from the first by putting the Veil in between them, not realizing that His first children would be able to observe His new children and grow envious of their ability to envisage new things".
Emphasis added. From this we can determine that the Maker is a) not all-powerful,
did not make everything, and c) not all-seeing. What can we surmise from this? As much or as little as we care to; his characteristics are so vague that we truly know little more about him than him creating at least the humans (probably) and being either unwilling, unaware, or unable to help people with their problems.
We could reasonably claim that he wants to see everyone suffer and so cursed everyone with the Blights. We could also quite reasonably claim that he only made the first few darkspawn that way to punish the magisters, and everything that happened after was unintentional. I make the claim that we know so little about his motivations or his personality that it is effectively impossible to claim why anything exists, unless you subscribe to Chantry teaching. Maybe the Maker doesn't interfere so that people do not lose self-determination. Maybe the Maker doesn't interfere because he's learned his lesson and doesn't want to start anything that might have unintentional consequences. Maybe the Maker wants everyone to prove that they are worthy of his time. Who knows? Can anyone know?
I guess it's a bit of a cop-out to claim that those both for and against the Maker make legitimate claims and voice legitimate concerns, but there it is.
