I don't recall Bioware ever said anything about the Maker's existance (expecially in the way the Chantry describes it).

BTW I believe devs addressed spirits/demons on the maker as them no being aware or just lying flat out. In other words their comments shouldn't be taken as definitive word on maker.

Zero chance, however, of the Maker ever mattering. So he's functionally nonexistent.
