I've seen the interviews where they said you won't be able to import your save, but I've seen nothing stating that you won't be able to start a brand new character. would you mind linking your source on this, please?

You play as the Default Shepard

I think there’s some confusion about what Casey meant when he said “In
that case, you can play Mass Effect 3 as 'a' Shepard – just not 'your'
Shepard.“

By importing a save game from ME1 to ME2 to ME3, each
player has their own personal story through the trilogy. You make your
own decisions which will have consequences specific to you. The trilogy
follows the story of *your* Shepard.

However, we won’t ever
force you to play previous games in the trilogy. You can play ME2
without having played ME1; you’ll just make a brand new Shepard.
Assumptions are made about what happened in the ME1 timeline if a save
game wasn’t imported. The same will happen for ME3. You can pick it up
and play it fresh with an assumed history for what happened in the ME1
and ME2 time frame.

If you die in ME2, you’ll experience an
exciting ending to the story of your Shepard. But it is just that; an
ending. You’ll still be able to play ME3 of course, but you can’t
continue the story of the Shepard that died in ME2. It’s just like you
chose “Start New Career”. You’ll have a new Shepard with assumptions
about what happened in the history of ME1 and ME2. You’ll have created a
new character that has nothing to do with your original Shepard.

If
your Shepard doesn’t make it through ME2, don’t despair. You will be
able to go back to a previous save game and better prepare for your
suicide mission. Try again and be more successful, and you’ll be able
to continue the story of your Shepard.

Umm, that doesn't say anything about playing as default Shepard.  It clearly states that you can create a new Shepard.  Thanks for tracking the link down though...

Yes, that's the point he's making: if your Shepard dies in ME2 then you can't import him across and either have to redo it or just create a new Shepard.
