Steve and Sam's romances were perfectly fine, so Cullen being an off-squad LI could work just as well.

You mean DA Redemption with Felicia Day? Yeah, that was a continuity error. It should be Seeker Cassandra, not Templar.

Well, I agree on one hand (about companion status), but on the other hand,I think that his pretty much confirms that Cullen is an LI, no?  I mean, I guess it could just be that Cullen has "raunchy" romance dialogue with another NPC, but have we ever been witness to romance scenes of that nature between NPCs before?  I think in this case, it takes more mental gymnastics to come up with anything other than Cullen is an LI.  Sometimes if it walks like a duck, it's probably a duck.

Yeah, that's weird because Nyree calls her a Templar, but then Cairn (the Templar) immediately calls her a Seeker.  Not really sure what to make of that.

Romance scenes? No. Raunchy dialogue alluding to their recreational activities? Yes. Much to the distress of one companion's fans. I'm with the 'wait for confirmation from one of the devs' side on this one.

The question he answered 'yes' to wasn't 'Will Cullen be a romance and companion?' but 'We must know if there is to be a romance and companionship. Pretty please?'

He could just be saying that there is a romance and companion in the game. :P

That said, yes, I'm taking this as a confirmation.

There could be more than one Cassandra in Thedas. We know that the companion Cassandra has never been a Templar.

I would wait until confirmation from Bioware before believing anything.

 

Those tweets suggest that Cullen has a big role, and might have some romance dialogue, but Greg Ellis didn't seem to understand what a companion was when someone asked him. I certainly wouldn't get excited, because there's a significant risk of being massively disappointed.

Would point out the question was about romance and companionship.   Now Teagan in DAO could be said to fulfil that criteria since you were able to flirt with him and chat with him.    He had a fair bit of dialogue as well during that part of the game.    So it is perfectly possible to answer "Yes" without Cullen being an actual party member companion.   As people have suggested, he could be one of the agents we can recruit and therefore also possible that you can flirt with him and even have an implied romantic tryst together. 

 

If he is a romance option, it might well be along similar lines to Sebastian.   Notwithstanding Averline's husband, who may well have been married to her before he became a Templar, it was implied in DAO that Templars are meant to be celibate.    Of course rules do get broken.   Wynne confirmed that in Asunder and it certainly wasn't rape in her case.   And Thrask clearly had a relationship with someone in order to have his daughter.   However, I recall that Cullen was really embarrassed when my mage flirted with him in DAO and that desire demon was able to seduce that Templar because of his desire for a normal family life which had been denied him, so I'm thinking that Cullen will have had a real crisis of faith if he is now comfortable with the idea of a romantic relationship.
