Think of it this way - if Cullen is not a companion, then a dev would have stepped in by now and shut down the thread for being untrue. At least, that's what they have done in the past. I assume they let Ellis reveal Cullen as a companion and LI and it is the for real deal.
It would be odd to have a romanceable NPC vs companion. Not disappointing, but just odd. I thought I heard that Gaider didn't want to do that, but maybe he doesn't have all the say with that type of thing. I honestly don't know.

We already know that Jennifer Hepler wrote both a romance and companion before she left. Considering she previously wrote Cullen in DA2, I'm willing to bet that she was referring to him.
Do we know that? I only ask because, recently, quite a few things that had been taken as gospel have been disproved on the forums.

They've refused to confirm or deny any companion speculation, even when people put the word "companion" in the title. Denials still mean engaging with the story content, and so far they absolutely aren't doing that.
So: I wouldn't take the lack of confirmation as confirmation. As David said, clarification will come eventually when they're ready to reveal what role Cullen has - if any.

On an unrelated note, what did you not like about the DA 2 romances?
On topic, I'm really hoping that Cullen will be taking up one of the last two companion slots. Even though he's had somewhat of a presence in the past two games, there is a lot we don't know about him. I don't care if he's a romance though. ![]()

My theory on Cullen and lyrium.... is that he stopped taking the stuff when he was trapped by Uldred and never got back into the habit

That would have rendered him most likely not a Templar by DA2. Do you remember the poor guy trapped in Howe's dungeon in Origins? That guy hadn't been off lyrium probably that long and he was as total mess. Also, Cullen did not leave the Templars at any point between the two games, so I don't see why he would have stopped taking it.
Heck if anything, after Origins, he was more determined than ever to never be left defenseless against a mage ever again. Word of Gaider has flat out stated that Templars need lyrium to maintain their abilities and that Alistair was wrong in his assessment. Some can use their Templar powers for a fair amount of time afterward, but it will go away.
Finally, here's one key point that I've seen many posters overlook: The Templar Order splintered, yes. However, that doesn't mean the original Templar Order dissolved or otherwise went away. I could see Cullen in the "loyalist" camp, the ones that are sticking by the Divine and the Chantry. So I can't think of a single reason why Cullen would have stopped his lyrium use at any point this far in the series.

All fully-fledged Templars are supposed to be. Things might have changed, so if a Templar is available as LI, it doesn't phase me one way or the other. <shrug>

David has said previous that he doesn't think it works as well as companion romances. He's also said that he doesn't get the appeal of dwarven romances and that some of the pro-qunari romance people seem to have a fetish.
Every time he voices an opinion about what he doesn't like, people report that it will never appear in Dragon Age. I think this is a bit silly myself. It just means he has opinions about romances.

Regarding the dwarves, I thought I read something to the affect of "we aren't just including a dwarf LI to make fans happy," but I don't remember him stating that he doesn't see the appeal of it. Nor that the quanari romance people had a "fetish." Do you have a source for that? I can't find one, though I thought it was on his blog.
Otherwise, we invoked the name of David Gaider in a thread regarding a hot topic. He might even come in here soon to clear this up.
