I don't have the money to get the real thing and I would like to try to attempt this on two meshes.
Is there an open source 3DS Max type program to remove hair bones?

If you are student, you can get 3DS for free. You just have to create a account here and tell them where you study. (I don't think they actually check it!) http://www.autodesk....tudent-software
Otherwise: Blender http://www.blender.org/

I am too old to be a student. Will blender let you import ME3 meshes and delete the hair bones and such?

I believe you need 3DS Max 2012 or earlier to make the ME3 importer work anyway.

Blender can be used to do anything you want. I was using 3ds originally because of issues with Blender export but it has been worked out and I use Blender almost exclusively now. A key to making things work is this tutorial: http://me3explorer.f...ender-t898.html
There are other useful tuts there but this one is the one that finally fixed the main issue I was having with Blender.
