It would be interesting if you could get Varric back together with Bianca in DA:I. That would be a pretty solid quest for him.

Well, Bianca is dead and Cassandra is a LI for the Inquisitor so I don't think things are going to work out to your liking...
Varric assumes she is dead.
And someone being a LI for the PC hasn't stopped them from coupling up if unromanced before (Garrus/Tali and Isabela/Fenris)...

So.....Cullen, eh? Not surprised. Not excited by him, but happy for the others who wanted him in DAI. I just hope he is more interesting than Sebastian. Seb was insufferable and never made it into my parties.

There's a solution to all this. Someone needs to find out if Greg Ellis recorded combat grunts.
Some NPC in DA2, who were participating in combat, had their own battle cries (Meredith, Cullen etc.) So no, still not a proof.

No one would cry "fanservice" if BioWare decided to include Arcane Warrior in DAI because of requests. When BioWare openly admitted fan feedback guided some of their decisions in DAI like tactical camera, unique environments, etc, no one cried "fanservice" but allowing Cullen to be romanceable? That's fanservice. I bet anything it's because this is something that a lot of women are asking for. That's usually what gets the snide 'fanservice' comments. Content perceived to be for women.

I just had an Epiphany, what are the chance we can choose to play Hawke or the Warden as the Inquisitor? Not likely, but not out of the question.
Only "solid possibility" I could see for them to show up without raising as many hackles is if it were connected to the Fade. Meaning, rather than meet them in the flesh we would encounter a sort of manifestation of the collective impressions people have of either, which reflects their overall image based on the stories told of them - which can still have basis in fact, reflecting their race, some of their choices, etc.
Would get around the problem of importing their appearance too, and since direct import won't be in for the game anyhow I don't see as much harm done.
Just an idea I was floating. Overall, I am still very skeptical about our former PCs reappearing, as I see a lot that can go wrong due to potential OOC-behaviour.

Including features that fans would like just for the sake of making the fans happy is fan service.
Why is Varric a companion? He already was a companion for a full length game, so why is he a companion again? Plus he wanted to leave after he told Cassandra Hawke's story in DA2, not join her. Also why Varric of all people? The most popular character in DA2 becoming a companion again in the sequel...yeah, there's no way his return in DAI isn't motivated by at least some level of fan service.
