For me it would definitely have to be Evats.  Here we have a very tough encounter (at least the 1st time you play it) with 'Evats Marauders!'  You take them down and get your reward from the guard and he marvels that you and your group took them down all by yourselves but cautions you that Evats was not with them and he will be out for revenge.

 

So later in the game, sure enough you encounter Evats, he looks mean, he looks nasty, he looks dangerous!  He has a cool freakin face tattoo!  You proceed to beat him to a pulp and his two cronies with both hands and one leg tied behind your back.  I would have had a tougher battle with an enraged Nug. 

 

Who was your most disappointing 2nd tier villain in actions or abilities.

Tarohne, Hadriana and Danarius were very peculiar in that they weren't blood mages in-game, even though they were in lore.

Wow, totally agree about Evets LOL Couldn't have said it better myself.

 

Danarius isn't that challenging, and yes, it is weird that he is not a blood mage. Same for Hadriana. And zero percent chance Tarohne was not a blood mage, I mean, her little friend possessed Wilmod.

Not really a named villain, but abominations always seemed kinda meh.

They are supposed to be the insane forces of magical destruction

but all they ever seem to do is claw at you
