I really don't know. I assume it would be one of the Reckoning characters, but it was Spring of last year. I know it wasn't the Juggernaut, AIU, or Cabal, because those were the first three, so it was probably the Talon or Collector Adept.
I don't remember what the last gun was, either, but probably the Venom. I know what the last gun I should have unlocked is: the PPR.
And the Hurricane is probably one of the most damaging and versatile weapons in the game. It's on literally half of my regular kits as a secondary. I don't usually use it, because it's a bit boring and OP, but I always like to have it there in case I need it.

You're reading too much into the accuracy, which can be dealt with in several ways. You can use stability mods to improve your own accuracy by reducing recoil, or you can self-stabilize using the mouse or joystick, or you can simply link up in hard cover.
Also, the bullets do indeed "spray" in a sort of cone related to the accuracy, but this isn't usually a problem, since the damage output is so high, that the target is still taking more damage than they would from most weapons. And, with good aim, most of the bullets will still hit, anyway.
There are a lot of "larger" profile enemies against whom the accuracy won't even be an issue.
Also, the Hurricane's properties make it very easy to use - it will down enemies even if your aim is poor (partly because of the "spray effect" but mostly because of the insanely high DPS it puts out.) It is extremely lightweight for a weapon with such a high damage output. A ULM mod on it means that it has no effect on casting whatsoever. Actually, the ability to put a Power Amp Mod on it makes it particularly enticing for casters, as well as weapons platforms that have powers designed to improve accuracy or stability (many Turians, Quarksman etc.)
There aren't many weapons that are ideally suited to both casters and weapons platforms... in fact, the Hurricane is almost alone in that ability. That makes it one of the most powerful and versatile weapons in the game.
The latest UR I've unlocked is the Collector SMG and if I can recall, the latest kit I unlocked (first time, not customisation cards) was the Talon Mercenary. Of course, I have a long way to go to unlock the last kit/weapon. Will let you know in two years, when I get there.

I like Lancer for that (at first I thought it's a terrible rifle, until someone advised to put it on a caster class). So far I've tried Hurricane several times with almost no success (didn't put it on a Geth or Turian, though).

I don't remember what the final character I unlocked was, but my last UR weapon to unlock was the PPR. This was really frustrating, because it was one of my favorite guns in singleplayer, and I really wanted it. That was a few months ago now, and I got a run of them since then, and now its like my 3rd or 4th highest UR at level VII.
(on the other hand, the Harrier was one of my first UR's to unlock, and its still stuck at level III)
The lancer is a super ducky choice on a weapon class. There are better choices for casters too, although people around here will swear there are not...

Another one I totally don't understand is the CSMG- I just don't get it; its damage always seemed so pathetic, even vs. armor, and when I looked up the stats, they bore that impression out; its multiclip DPS its lower than almost every single other weapon in the game(including the shuriken, predator, avenger, and katana!), and it pretty much requires either the heat sink or extended clip to be viable at all, meaning you only have one slot open for mods (so, you have to choose between hvb and power mod, for instance). I'm not sure what I'm missing, since alot of people who know what they're talking about use it alot, almost as the go-to weapon for casters, and I just don't get what they see in it. Granted mine is still relatively low level, but I don't even see how levelling it up to X would be able to make up for the difference.
Harrier X and Krogan Vanguard was one of the very last characters I unlocked, not sure if it was the last though.
Last character I unlocked was the Talon Merc, but I got all the reckoning characters during my reckoning spending spree, so he was last by minutes at the most. I started playing this game in mid-November 2012 (all DLC except reckoning had been released by then) and up until reckoning was released the last character I unlocked was the slayer which I also unlocked during my reckoning spending spree.
Final gun I unlocked was the BPP. Final gun I maxed was the BPP. When I dropped all my credits on reckoning the only two guns that I really wanted to unlock were the Lancer and the BPP. Guess which two guns I didn't get. Other guns I really wanted that took me ages to get were the PPR and Hurricane.
Granted mine is still relatively low level, but I don't even see how levelling it up to X would be able to make up for the difference.

Even if the ammo issue goes away at higher levels, at least according to the stats, even at level X its damage is still really, really, REALLY low. Just seems like you'd be better off with pretty much ANY pistol, and a few of the other SMG's as well. So far as I can tell, the only reason to use it as opposed to any other weapon is for Lore (on the ACA), but as I said, maybe I'm just missing something here.

Once you get it to 10 .. run it with the HVB and extended mag (heat sink doesn't work on it) .. it is awesome against health and armor, not great against shields or barriers.
Because of its awesome accuracy and zero recoil .. it is a headshot machine .. even if you don't have especially good aim it is still easy to get headshot medals with.
This may be the gun which makes the most difference from a low level to a high level as exists in this game.
On topic - The last UR I unlocked was the Harrier .. I had a BW 10 before it. Last character was a Juggy
Lucky - Try the Hurricane on the Tsol, host the match, and use either AP or drill ammo, spec Marksman for max fire rate and accuracy. Once you do this your opinion on this gun will change significantly
