Authorizing the Rite of Annulment

I have an inquiry regarding the Rite of Annulment and how a Knight-Commander can enact the purging of a Circle.

 

In Dragon Age: Origins, during Broken Circle, Knight-Commander Gregoir tells the Warden that he has sent word to Denerim, requesting authorizing (and likely additional Templars) the Rite of Annulment.

 

Denerim is home to Ferelden's Grand Cleric, Elemena.

 

In Dragon Age II, during the third act if Hawke speaks with (I believe it is) Ser Karras, he will say the Knight-Commander Meredith has sent to Val Royeaux her request to annul the Kirkwall Circle.

 

Val Royeaux is home to the Grand Cathedral and Divine Justina V, of course.

 

Now, I'm wondering how one can really go about requesting it.   In the Glory Age the acting Divine granted the Rite to all Grand Clerics, so it makes sense that Gregoir would send to Denerim for the Rite.  Meredith however sent her request straight to the Divine herself.

 

I imagine it's likely that Meredith does this because Grand Cleric Elthina would have opposed using the Rite in Kirkwall.  So does Meredith just decide to go above Elthina's head in this matter?

Only three people can authorize an annulment according to Gaider.

 

The first and foremost the Divine.

 

After her, the Grand Cleric of the City state or country in question. And finally the Knight Commanders of the Towers. However you can bypass the Grand Cleric in two instances.

 

You go over her head as Meredith did, or you have regional command such as Meredith assumed once Elthena died due to Anders, Gaider mentioned this a bit on the Old Forum when some one questioned the legality of her Annulment considering it didn't come from the Divine or Grand Cleric.

 

He said she may face heck for it later on, but it was legal at the moment considering she had operational command since the Grand Cleric was dead.

I imagine that Gregoir sent his request for the Right of Annulment to the Ferelden Grand Cleric because it would get to her sooner than sending it all the way to Val Royeux. Meredith sent her request to Val Royeux  probably because the mages in Kirkwall werent too much of an immediate threat and the fact that Elthina wouldve rejected it.

It was mostly this, Meredith tried to bypass Elthina on the matter and she jumped at the chance once he corpse was not yet cold.

Went right over that batty sloth's head to the chieftain herself. 

 

To this day, every time I get to the Chantry scene I half expect Meredith to hug Anders.

Gregoir i assume did it because it was an emergency situation, as for meredith well we dont take bat s*** crazy glowing people seriously anyway

I think he was being sarcastic.

 

"Before the cosmic dust was even cold" would probably be a more accurate statement.
