She doesn't show up unless you invite her to dinner or whatever in ME2. She never showed up for me.

You simply have one less fish or maybe 3 less fish if you never got your fish back from Kelly.

I barely talked to her in my last trilogy run, and she was there on the docks in ME3. The only difference I noticed was that I never got the "I could just hug you" line from her, and the following paragon interrupt to hug her.
