Not necessarily. I'm not worried about quality, coming from the DA writers with whom I have been very pleased. I trust them to give every romance, NPC or otherwise, the amount of time and quality it deserves.
Honestly the whole Iona thing for the Noble human thing, for me, was very quick and very well executed, it made me feel bad that she died so quickly, not the mention leave an child behind. And that was I think just a 15 min conversation. I mean sure she was acting a bit shy, and bashful, but it was nice and charming. It drew me in instantly. And I wanted to know about her more, then I found out, widower, mother of a girl, lives in an alienage. Ignoring potential sutoirs for working for a hand-maiden (yes I know doesn't technicly apply, just don't remember her offical title, maybe Lady-in-waiting?) To take care of her kid.
So its more about how the short period of time is handled. With companions it's more of a slow moving relationship. While with NPC characters it needs to be shorter but more intense. But as long as you can astablith the relationship quickly, It was also like Kelly Chambers with ME2, She was a flirt and very open.
I don't expect huge dramatic issues like with compaions. Tho, adding in little things like how they talk to eachother, does the demonir soften with eachother. Those sort of things can be done, and really its then subtext as to how the relationship is going.
Heck you can even add in jeliousy with the compaions, that they are able to be with she/him all the time and only small amount of time when back in base. Not to mention can have a least a choice of who you wanna be with confronting the Inquisitor.
Granted the issue is money and time not so much talent to do it, tho I would like to see a kind of soap opera like thing where the NPC is in near tears or in tears about the Inquisitor slowly moving away from them, (only if the Inquisitor is in an active relationship with the NPC)
