They're easy enough to deal with, until they run at you and start beating you with their laser whips. Dangerous? Perhaps, especially with reinforcements right behind them. Annoying? Most certainly.

Who cares about the smashing ability the goon gun is absolutely absurd, other than the goon gun I don't mind em to bad they die like all the rest.

I don't really think Dragoons are a big deal either. I don't even care that they don't make noise. Almost all the times I've ever been surprised by a Dragoon is when I was stupid and failed to check my flanks for too long (ie sniping tunnel vision), which is my own fault.
My major complaints about them would be...
1. Their gun. They seem to be able to fire it from their buttcheeks while facing the wrong direction, waving their whips around. When a Phantom is cutting into you, she at least gives her palm-mounted-goddamn-Atlas-cannon a rest and concentrates on slicing your guts open. The Dragoon should show similar courtesy.
2. CC immunity. It's just really stupid and annoying how they ignore all your CC during their melee animation, which they are in often because they move at superspeed and the animation lasts 2.6 eternities.

What's funnier is you can still get staggered (and hurt substantially) by the last part of their charge animation - the one where they pull back their whips.
You mean the part in which they start firing their l337 hornet from their cheeks?

Nope. When they charge you (and smash with their whips) and you step sideways, they'll obviously miss you. I usually just use the direction keys to step back into the Dragoon's path since they'll politely stop and try their silly melee animation, allowing you a clean headshot. Now here's the kicker - doing that too early after the Dragoon's charge will stagger AND damage you, because when they're pulling their whips back after their charge->smash combo, they somehow hit you.
I'll try to get this stuff recorded because it's bizzare.

K, here it is. Relevant parts in the video are 0:04, 0:14 and 1:10. Though the smash animation is visually more or less over I still get hit, even though the smash did not initially connect.

Gotta love the smash cancel into hornet for instant shieldgate at 0.24. And the hornet cancel into smash at 0.28.
The dragoon stops shooting after firing only 2 shots from the 3 round burst and tries to smash you.
