I always advocate for Dog to do it first, not just for the inherent humor but also because I tend to have a bone or two in my pocket so Eamon doesn't know what he's talking about. My hound is loyal to me, and even if he wasn't I've got his incentive. Beyond that, it would actually be interesting to see the symbol of Fereldan pride and nationalism and freedom defeat the Hero of River Dane, the man who fought to free the nation from Orlesian tyrants and is now facing a fall from grace in the eyes of the people that so loved him.
But Eamon has to be a party-pooper and can't let me have the irony that would taste so sweet.
As a result, I do it myself. I will never send Alistair into it, because I do not hold with prioritizing vengeance over common sense. Moreover, Loghain's execution afterwards is more along the lines of butchery, as he doesn't even get to console Anora with his final words before having his head lopped off. Moreover, the game assumes that just because you choose Alistair as your champion that means you advocate Loghain's death, when really you could be antagonistic with Alistair yet still feel that maybe he should fight Loghain himself.
I could send Wynne to do it, but she's shown she doesn't actually have a mind for military strategy in the past and was quick to condemn Loghain on the spot, so **** all if I'm gonna let her be my champion. I aim to change wrong mindsets, not enable them.
I won't send Shale because, as Loghain points out, a golem has an unfair advantage over Loghain and Loghain would probably suffer some broken bones as a result if not having his head squished.
Oghren, Zevran, Leliana, Sten, and Morrigan could all face Loghain, but it also comes down to my Wardens not only feeling it's their obligation to fight him (as was pointed out above, for the army's sake) but also because in the end they know what needs to be done and they feel the decision should be in their hands.
Which is to say, conscript him.
