But D&D had loot progression. Alan prefers systems that don't really progress loot very much.
I'd disagree with that. D&D<4th had neat loot and great loot. It had +1 stuff to +5 stuff, that's not a progression - It was just this item is better than that item by +x. There was a guideline that suggested to DMs that by x level your guys should be playing with y toys but it was not mandatory. It wasn't until 4th that you started seeing crap like "this is a 17th level item". It's certainly not iron->red iron->silverite->dragonbone->volcanic aurum style bs.

The best thing about ME1's inventory system was its honesty.

+1 to +5 is most certainly loot progression. It's a similar item with greater bonuses, available according to the loot trees at a higher level or challenge rating.

It's minor loot progression. It's just this is better quality than that. Your odds of surviving are better with better quality equipment but it's not impossible because there's only +1 to +5. It's not the same as the modern structure of composition A, type 1->n, composition B, type 1->n, composition C, type 1->n, etc, with so many grades of equipment that at any given level you must have a certain level of equipment or you can't survive.
