Hmm, so many choices. Physically speaking, I would introduce him to the narrative as a rebel leader, perhaps leading a faction of templars/former templars against red templars or pro-Lambert templars. The inquisitor and co. meet him during a battle OR perhaps have to rescue him from enemy headquarters. Mentally/Emotionally speaking, I would present him as a character who has matured a great deal and has a new resolve, but someone who can admit that he still isn't sure who is right and who is wrong at this point.
"What changes would he make from DA2 to DAI?"
From the end of DA2 to the beginning of DAI, I don't see a big change. That's because I think the "big change" happens throughout the course of DA2 and culminates in the final scenes. I'd like to see a man who still wrestles internally with the big issues but who still carries with him a strong sense of duty and faith.

How do I see him interacting with my inquisitor; well I wrote a couple fanfics about that
As for the other companions, I see him pressing his lips together a lot so as not to say what he REALLY thinks. He's a steady, friendly sort, and I don't see him really clashing with anyone though. The obvious exception is Cole; I think we'll see the old fears rear their ugly head around Cole.
"What impact would he have on the story?"
His advice and experience would help shape the decisions the inquisitor makes. His presence would be most felt in the war room / around the strategy table. I believe his focus will shift from mages to demons, and he would counsel the inquisitor in such a fashion. He would be the first to encourage sparing innocents and might clash a bit with the more practical Cassandra. I would have his advice sometimes pan out well, but other times lead the inquisitor astray. I see him as having a personality and outlook on life similar to Brienne from GOT.
"Would you make him a potential party member?"
I'm torn on this! I actually always liked the idea of him NOT being a companion and simply doing his own thing (rather than following after the inquisitor like a flunky). I'll be happy with him as an NPC if he's an NPC of the same caliber as Joker in the ME series. It's too bad we never got a Joker romance *pause for tears and moment of silence* but if we had, I think it would have been on par with, if not better than, the other romances. A PC can have a great connection with an NPC, and I hope DAI will be like this with Cullen, and I think I would indeed prefer that to an actual companion.

My Hawke became the Viscount of Kirkwall, you know. But apparently left that task at some point following the opening days of the Mage-Templar War. I honestly think Aveline eventually stepped into that role, leaving Cullen to take up the task of reorganizing the Templars and Mages as Knight-Commander. This would leave him in a rather uncomfortable position following the events of "Asunder", actually.
I tend to think every Knight-Commander in Thedas would have to choose, once Lambert acted to dissolve the Accord and throw off Chantry authority over the Seekers and Templars -- they'd all have to decide which side of that fence they were going to land. So if Cullen is Knight-Commander, I think he is going to struggle hard and long to do the right thing. I personally feel Cullen has gained a rather level-headed appreciation for the careful dynamic between security for the Mages that the Circles are meant to provide versus the abuse of Templar power that's always possible given the chance.
I simply don't think Cullen is going to be any huge supporter of Lambert's agenda. Plus, having seen the dangers of using Red Lyrium firsthand, he's going to eschew any motions within the Order to adopt such means. I tend to think he'll try leading the Templars in Kirkwall for a time, to remain loyal to the Divine and the Chantry. Whether he succeeds or not is a huge question mark, because that choice will put him on a collision course with Lambert and his bitter rivalry with Divine Justina. Kirkwall could be another tinder match in that circumstance, perhaps ending with Cullen quite literally in trouble for his freedom or even his life.
But I do think he'll fight to maintain his honor and what he perceives as his duty. I think whatever the Inquisitor offers will be a huge chance, in his view, at doing that. It will be an opportunity to resolve the conflict, reorganize the flailing motions of a Chantry collapsing, and constituting some working order for the future. He will throw himself at the opportunity, in my opinion. And what he stands to offer is a huge, huge perspective, because having seen so many world-changing events right there and close will give the Inquisitor some amazing window into "what's worked and what hasn't worked" sorts of ideas.
I would really like it if he were a companion, yes. I mean really like it. Alistair was always one of my favorite companions in Origins, simply to have that magic-cleansing ability of his. I'd honestly appreciate having a Templar in whatever group I'm running around with, for that single chance at minimalizing potential magical attacks. If we're talking combat alone, mind you. I also think there's some truly great opportunities for amusing dialogues as we're moving along, too. He knew Varric, for instance. They could banter back and forth about the events in Kirkwall. And Cole? I want to know what sort of arguments Cullen might have with Cole, shrug.
But that's just me, crossing my little fingers. I'm sure I'll enjoy seeing him in game no matter what the Developers decide. ... But I really want him fighting next to my Qwizzy, sigh.
