Yes, but only because people made a stink and thought that DA will only have 5 games. DA was always meant to be a series, not a stand alone game.
Right, they had intended to make more games, but never a series in the sense that it's one big narrative. I think that's the point he's always making. That each game would help tell the story of the world, not one individual, or whatever. It's just when folks start quoting the five game plan... next thing you know, it becomes "fact" again.

Discussions about Cullen's hair always make me think of one of my favourite Red Dwarf exchanges:
