Personally I could see him wanting to keep the circles, but with some form of compromise with the mages. Like in DA2 he comes up with the idea of educating the mages as to why the Templars act the way they do, something that I don't think (though I haven't read the books or comics) has been done in any of the circles before. I could totally see him wanting a change in the way the circles are run, even though he would still want them to exist as a sanctuary.
I remember reading in Asunder that Rhys said he and the mages of the circle used to be allowed to go into the city in Orlais to shop and socialise and travel around a bit etc, but then they cracked down on it for various reasons that I've forgotten. I've always thought the circles would be better run like a mage college and the mages that attend could live in the towns and cities nearby. You could have a few Templars residing in the area too just in case any demons/blood magic causes problems.
