Personally I could see him wanting to keep the circles, but with some form of compromise with the mages.  Like in DA2 he comes up with the idea of educating the mages as to why the Templars act the way they do, something that I don't think (though I haven't read the books or comics) has been done in any of the circles before.  I could totally see him wanting a change in the way the circles are run, even though he would still want them to exist as a sanctuary.  

 

I remember reading in Asunder that Rhys said he and the mages of the circle used to be allowed to go into the city in Orlais to shop and socialise and travel around a bit etc, but then they cracked down on it for various reasons that I've forgotten. I've always thought the circles would be better run like a mage college and the mages that attend could live in the towns and cities nearby. You could have a few Templars residing in the area too just in case any demons/blood magic causes problems.

I agree Lola. If we could expand the communities that mages live in, I think we could drastically reduce some of the issues. Living in an isolated tower in the middle of nowhere has done nothing but harm for many Circles.

Yeah I remember the guy from Witchhunt (Finn?) was allowed to go out but just choose not to, though I can't remember if anything was said with regards to if only a select few could go out or something.  

 

I think that that might be something Cullen would go for depending on how much he has recovered from his experience at Kinloch Hold.  Maybe if the mages were taken when they were young, though they could still write to their families, and get trained up.  If they pass their harrowing then they'd be allowed out, though they could still be tracked using their phylacteries if they were suspected of something.

I've thought this too! It seems like a much better idea, although that's to us. We've been both sides, mages and non mages, but for all those non mage people of Thedas who see them basically dangerous people even at the age of 6 would probably target mages in the streets, maybe try to kill them or whatever. A mage community would certainly be interesting to see. Even if they had to be at a tower for most of the day learning/teaching, it would help a lot I think to return to their own home in the evening.

I believe he said they were allowed outside for exercise. But then Anders ruined that by trying to swim away from the island lol

It would look better if the dragon was further down so at the lowest point was just behind the figures.Would not hurt if it was cropped so the tallest figure was in the center either, that is the focal point.
