Pretty unlikely. If Cullen proved to be too much of a danger/issue for them, I'd think they'd kill him outright over trying to use him against the Inquisition. Maybe as a bargaining chip, if he is romanced?

Would make a great quest line. I'd panic for sure lol
Personally, I'm not too fond of the idea. Something like that seems like it would make up an entire character arc, and I'm not sure it's a story arc I would want for him-- and an addled advisor doesn't sound like a good thing.
Whatever they choose to do with him, though, I'm sure I'll be interested. Character building is still character building!

I think I'd prefer to see regular lyrium addiction handled rather than jumping straight to the red with him.
I'm sure we'll see a lot of that with the red templars alone.

Or something to do with his militia, gathering resources and men?

I'm hoping it's more than that. As others have suggested, if he has an 'exertion palette', I'd want him to join in, either as an NPC follower, like Isabela was at the start of her introduction quest, or a temporary follower like Tallis was.
