How very intriguing. I actually like that kind of mechanic, and I wonder if that would extend to class as well. This being relevant to those of us wanting to see the Cullen romance. 
I dislike the mechanic, for the record. I can live with it, but I find it discouraging rather than exciting.
I think it's highly likely it applies to class also, as I'm not sure why they'd gate the other two and not that, especially since in most cases your character's class would affect their actions at least as much as race does.
My optimism about my canon (mage) Inquisitor getting to romance Cullen is pretty much zero at this point.
Gaider has said (repeatedly, I believe) something to the effect of wanting everyone to have "a choice", contrasting it to DAO where only straight people had a choice. Of course, that could refer to gender only, i.e. one could always "choose" to play as a race that will have multiple options.
He may want to, but in practice I think it would be almost impossible. The pool of LIs is not infinite, even if it's larger. If different characters have different restrictions on gender and race and class, not only would you be trying to balance all those things but you would also have the issue of approval. Having the Inquisitor tick all those boxes to be wanted by one character would be challenging, let alone giving the player a choice.
Honestly it seems more likely that no one would want any given Inquisitor than that more than one character would, unfortunately.
I sincerely hope to be proven wrong about that.

[RAISES EYEBROWS] I like this, the possibility of inter-companion romances springing up, but I know some of you guys don't.
(I wonder who Cullen would get with? Oh, gosh! If Scribbles is a mage I will totally ship her with Cullen! They would be adorable together.)
I like the idea. I really want to see Cullen happy, because I care about him as a character, not just how he relates to my Inquisitor. If he can't be happy with Tempest, I'd like to see him happy with someone else. For me it would be better than nothing.
