I believe that either the divine formed this faction as a means to fight against the red templars or the rebel templars/mages as well,since the inquisitor is shown fighting all three factions in the demos,and Cullen due to being perhaps the only high-ranked templar that witnessed what happened in Kirkwall,was assigned with the task of leading them.
Or he found this faction himself with a few other templars with the goal to destroy the red templars first and foremost,and then that group expanded and became more diverse with more troops of different backgrounds rather than templars,but still dedicated to their cause of destroying the red templars.
I think the first theory is far more likely,since it will explain how Cullen becomes part of the inquisition,since from what we know(correct me if I'm wrong) the reformation of the inquisition was a backup plan by the chantry in first place.

Well with no military force left it would make perfect sense for the Divine to acquire a new army. I don't see Cullen straying from his religious beliefs and could quite easily see him taking up the spot of General for the new troops (whom I could only imagine being Templar's with the same belief system as Cullen).
So maybe that is what he has spent his time doing, recruiting new troops for the Divine and training them I which would bring him into association with Leliana and Cassandra). Once all hell breaks loose, well it's as you said above. Cullen and the army he is in charge off become part of the Inquisition when it is reinstated. So it is quite possible that we could have him from the very beginning.

Although I also believe the theory that after the explosion the divine dies,which makes these three factions except perhaps Leliana's, scatter around and become more independent for a while,while they continue their efforts to complete the task they were given.
Until Cassandra and Leli decide to follow the back-up plan and reform the inquisition.Then we'll have to find them and recruit them or have Cassandra/Leli recruit them for us,although I'd prefer the first. xD
Although,I think that having them from the beginning is also highly possible.
Wait...I just noticed a few things after analyzing Cullen's kitty costume. Does he have a different belt buckle? Looks like a face and his sword has the Seeker symbol on it.

LOL Me, too. It'll be interesting. I figure we'll learn about our background during chargen, but probably not the immediate scenario for that day. I wonder if they'll give us some kind of cludgey amnesia for why we don't know. Or if we'll have a sort of first person perspective blinders on, where our character may know, but we the player do not know what we were doing there.
Amnesia is pretty cliche... but could make for some interesting romance beats.
Either way, they could throw interesting spins on amnesia, or however they want to do it. I'm stoked.
