I hope very much that he was not one of the KC's. I also liked the fella.
Do we know for *certain* that Cullen was not one of them? I know that whether or not he was KC of Kirkwall at all is iffy (The Templar Order being military, I believe he was, at least temporarily, from the moment he said, "Knight-Commander step down! I relieve you of your command!" ), but I do wonder about whether that has anything to do with how he ends up part of the Inquisition.
We don't know for certain, but Asunder hints on that there were no representatives from Kirkwall. It mentions that 15 First Enchanters plus Fiona gathered at the super-important mages meeting, and 4 were missing, because they couldn't arrive in time. Not because they were dead! I suspect that since the Circle of Kirkwall was annulled, nobody came from there. Later Lambert gathered 15 Knight-Commanders, and they all supported him, so at least 4 weren't there. Plus Kirkwall, which didn't have a Knight-Commander, unless Divine appointed one. I think that the Knight-Commanders matched the Circle representatives. Which kind of makes me sad, because since Irving was there, then the KC from Ferelden was probably there as well, and sided with Lambert. I really hope it was Hadley, and Greagoir already stepped down by then. 
All above is mostly my speculation. I guess we will not know until we play DAI.

I just saw GamerMD83 video interview with Cameron Lee. I`m excited about what Liz Lehtonen (i hope i`m writing her name right) said and her reactions about Cullen`s romance, it made me hopeful that his romance is going to be awesome despite he`s an NPC and not a companion

Plus the fact that the team went to a major Cullen fan (Liz) in terms of getting opinions on romance scenes and the like shows that they are trying their best to make the most of it and that the fans are there to help advocate with our best interests in mind.

That said, I do think you will see her if you made her queen. Devs have said in various interviews that who you made king/queen is considered an important decision (or one that will be acknowledged at least).
