It could be that, but he could also just be an extra 5th romance, like Sebastian was in DA2.
There were 8 companions in DA2 (Bethany/carver counts as one), without dlc...so now that we have nine...maybe we can have 6? maybe? pretty please 
? Anyway I'll be content with whatever 
I think the only thing I'm concerned about is that, like LittleNikki said, his romance arc wouldn't be counted in the grand scheme of things, like if Varric was to have a friendly chat with us about our choice of romance option, I'd be kinda peeved if he done it for all the romanceable companions but not Cullen, or if someone died on us or a bad thing happened and Cullen didn't come to comfort our character like a romanceable companion would, or not being able to have a last goodbye before the final battle etc. Hell, even Hawke got to see Cullen before/during the final battle in DA2, LOL! 
That's something I hated about ME3, actually. I mean, my Shepard romanced Kaidan, so she was able to have her last goodbye with him, but the Shepards who romanced Cortez/Traynor or the other ME2 companions only got to talk to them over a comm station.
I guess the fact that DAI was given an extra year and has been in the works for over 3 years is a little reassuring.

I'm exactly the same. IB so I can gauge romanceability, (I'm shallow like that), and Sera so I can better imagine how my own Inquisitor will look. I wouldn't mind knowing more about Solas, but at the end of the day, I find the other two much more interesting. Personality wise and visually.

That's something I hated about ME3, actually. I mean, my Shepard romanced Kaidan, so she was able to have her last goodbye with him, but the Shepards who romanced Cortez/Traynor or the other ME2 companions only got to talk to there's over a comm station.

And Beardface may be nice. Because a warrior shaped confirmation for him would also then confirm Cullen's just a NPC.

Unless he's confirmed as a rogue, which would confirm Cullen as a companion. So turn that frown half way upside down for now!

I would be sooo unhappy if an NPC romance was ignored by everyone. And that would cause me to come grumbling to these boards and whine. I hope that, from DA2, the writers realized that we love those little moments, and it makes it feel like the rest of the world is reacting to us.
What happens if you don't bring Kaidan with you in that final charge? Does he still get to say goodbye?
