I took it completely differently. Yeah, it was stated in a joking way, but to me it seemed like an acknowledgment that Cullen is a worthy character with an arc that deserves completion. Which, obviously, I agree with.
I feel the same way about Cullen... he's spent two games in the background, and now he deserves his chance to shine a little. After all the crap he's been through, I want to see him find some happiness finally. I want to see him get the chance to be the one who gets the girl/guy in the end.
I didn't read anything at all into the fact a dev joked about. Just because you can laugh about something doesn't mean you can't take it seriously also.
After watching the panel and seeing how lighthearted atmosphere it had, with all Mike Laidlaw's and Jessica's jokes, I see it as a bit of teasing on his part. And the fact that actually he is in the 3rd game indicates that devs/writers thought that he brings something interesting to the table.
