It was kind of like this:
f!Mage: I shouldn't waste your time anymore.
Cullen: OH NO DON'T WORRY you can always talk to me, it's ok!
He said that in response to her suggestion that she was distracting himI don't think their relationship, if you can call it that, was at the stage where it would be ok to offer a shoulder for crying on it. Such things require a deep emotional connection, imho, and Cullen, although he liked f!Mage, still tried to keep her at a safe distance. He wanted to be friends, I think. Until Uldred kicked that out of him.
Hm, I wonder if Cullen will have some extra content for a mage Quizzy who attempts to charm him out of his pants.
It really depends on the person. We also don't know to the extent of which their interactions were, either way. We can head canon some things but ultimately we aren't positive about it. Some people are more willing to listen and help people with problems (IE myself) even if there isn't some huge emotional connection. I personally took it as him offering for her to talk to him if she ever needed to and that he would be more than willing to listen. But that's what I interpreted it as. Doesn't mean that's the correct way to interpret it but simply that there are various ways to interpret something. As for the inquiry, I can actually see him having a harder time being charmed by her so...yes?
