He could theoretically be gated from elves because the elf is Dalish. Surana was a city elf/Circle mage.

 

But I'm thinking it might be Sera.

I do think it might be Sera, if anyone of the previous 6. As for the Dalish thing, I don't know, I'm still not really buying the idea that would be the only reason to race-gate him. And despite his pro-chantry leanings, I would be tempted to think he'd be more open to others after experiencing the worst of both side of the mage-templar conflict. But in my case it's little more than a gut feeling and the hope that I won't have to drastically replan my canon playthrough. (Not that it's really a big deal, but still, I'm kind of bored with playing humans and it would be nice to change up my canon a bit from the usual female human mage I tend to play as.)

I wrote a bit of Cullen/Inquisitor bonding. I'm not really used to writing scenes involving sword play, but I tried.

Oh yeah I definitely think she won't give a rat's arse about the Dalish lol Which should make her veeeery interesting for my first two Dalish playthroughs (though I may nix one or shuffle those around since I don't want to romance Bull twice in a row).

I'm so hoping we can bond over that. At this point, I kinda need something to lure her in and make her my best friend forever and ever (and ever...)

Not creepy at all!!! Yeah, same. I don't want to ditch my first inquisitor, so I'm thinking of a non-romance playthrough and instead focusing on a dynamic friendship with Sera. I actually think it'll be really interesting if she mocks him for being Dalish, and then I'd love the chance to be a total jerk and call her a flat-ear LOL but I think the game would then be moving me down the non-friendship path. Ideally they'd hate each other at first only to come to love one another (as trusted friends). Might be hard for game mechanics to handle though.

I do that in Origins when I romance Alistair. But I only do it because I know exactly which dialogue options can net me the most approval. In my first few playthroughs, any negative amounts of approval I get I make me terrified I have forever balls upped that relationship.
