I wouldn't say that you're over thinking this.Personally,I don't think my inquisitor would be that eager to go either,since I pretty much expect her to receive snide remarks and rude comments in the ball.That fanart by Lorien19 makes me think about how willingly a Dalish elf (male or female) would be willing to actually dress up and participate in the ball.
I'm certain there may not be a choice but it's bound to get a different reaction? I can't imagine nobles etc treating an "elf" as well as a human or even dwarf... oh yeah not to mention how qunari will be perceived. I wonder if they'll be snide remarks and dirty looks etc. I think the current situation of the inquisition would play a part as well. I hate to think it's glossed over esp as I would imagine that this would be a situation where racial/cultural difference would appear.

I tend to play Hawke as being an outrageous flirt. particularly when it comes to a Male Hawke due to Nicholas Boulton's excellent delivery.
When Fem Hawke compliments Meredith's armour, I think she's just being cheeky. When Male Hawke does it, I think he's being utterly serious.

I had one of those last week, getting on a wee bit now so I decided last year that I would start counting backwards each year, looking forward to being 30 again sometime in the next decade lol.
My human Quizzy will hate the ball too I think, too much pomp for her tastes, that said, if she is swept off her feet, she may feel differently 
I had this mad thought, what if the costume ball was actually a Cosplay lol, who would the companions dress up as?

Not sure, but I hope that we see him in action. So far we haven't seen much of him yet. There's plenty of room for more .
You guys are all writing really beautiful stuff here, and I think it says a lot about Cullen that he can inspire such contentious and yet thoughtful discussion of his character and motivations.
But the thing here is that nearly all of this is headcanon. And that's wonderful! I love headcanon. Anyone who habitually romances a guy who pretends for three years like he never had sex with you has to love headcanon. But the base game itself doesn't really confirm anything regarding Cullen's relationship (or lack of relationship) with a female mage Warden. Dialogue options allow you to be sweet to him, lovey-dovey, rude, or confused (as in, Who is this guy again??).
So for BioWare to have Cullen canonically reminisce about the female mage Warden becomes a problem if your headcanon is that your Warden barely knew the guy. Suddenly the character comes across as a sad sap or a creep who can't get over a one-sided crush he had as a boy.

It may not canonically have been the case that Cullen was in love with the female mage Warden. He may have only started noticing her a couple weeks before her Harrowing. So then to say that this brief crush was a formative moment in the history of his character is, again, a headcanon. It asserts that the crush itself was meaningful to him, when we don't have confirmation of that (him mentioning her fondly in Kirkwall a year later doesn't equal meaningful).

That's why I really hope they don't mention anything about a crush, or feelings, or a "fondness." I would simply prefer "I knew the Hero of Ferelden, yes. She was a strong person, perhaps stronger than I could have ever been." *pause as he remembers that moment, when he was trapped and afraid, and she bravely went on*
Anything along the lines of "She meant a lot to me at one time" or "I still remember her fondly" or "I may never meet her like again" would be BioWare confirming him as either are sad sap or a creeper, assuming you headcanoned your female mage Warden as not having had much to do with him.
