Cullen is gated to elves and humans likely because that is consistent with what's been established in the past. ( He's only ever expressed attraction to humans or elves.)
I'm just curious to see what his and Solas' story reasons are for only wanting to romance certain races.

Skye and Auren are characters that I know of the top of my head from this thread. What an irony that both you and Artemis got the short end of the stick after planning them for so long. I still hope that maybe they can be salvaged on the subsequent pts.

Oh, yea I think it's pretty ironic too ^^; I shouldn't have been that optimistic about my options it seems. I was sad about Solas cause I had another female qunari for him but now Skye too. Auch.
I think I will have to complain this over a lot but I will get over it eventually. Maybe I will come up with elf or human female concept too.. not anytime soon though since I can't think of anything intresting ^^;

Somehow I don't think that being physically attracted to humans and elves only is part of Cullen's story arc 
They are more limited in scope, largely for reasons directly related to their story arcs,

I don't want Cullen just be racist lol. I want him just not to be into those races, not dislike them for some petty reasons and then refuse to even think qunaris and dwarves as individuals cause Kirwall Qunaris and Oghren.

The only "story" reason I can think of for Cullen being gated against qunari and dwarves is religion.
This is quite interesting since both, Blackwall and Iron Bull, would be the only LI options last year. Let's not forget that Iron Bull had problems with Dwarven girls due to a height difference. Tbh non of them is the typical pretty boy LI that we tend to have in all Bio games. (though Blackwall is yummy). Puzzling...

I took it as a reference to the race-gated exceptions to their romance arcs. Meaning "limited" to elves and humans, for those particular romances.

Oh yes. Yep it doesn't. My qunaris could have been very devoted Andrasteans! (they are not but they don't have nothing against it either).
Sometime in between cleaning my house and coding I am going to have to make a chart for all the playthroughs. My whole battle cry for this game has been "Romance all the things!" I will even get to after November, since I agreed to participate in NaNoWriMo this year. (In retrospect... /headdesk).
For Artemis - ((hugs)) I know it's a bummer. (and if this comes out wrong please forgive me, I suck at English sometimes) I hope everything becomes clearer for you, and you can get excited about the game again. It sucks to have such a build up and anticipation for characters only to be let down. ((hugs again))
Anyone else who was hoping and received a disappointment, I hope that there is another character that you can play or romance that you can get into

Perhaps I'm mistaken, but your comment regarding transexuals getting "all the romances" is incredibly derogatory, it seemed to suggest that you consider them to be able to "romance all the love interests" because they are either in transition from M/F or F/M or due to their previous gender, thus (seemingly, in your mind) making them essentially a free for all.
I apologise if I'm wrong, but the way you worded it sounded dodgy as hell.

Yes, I was a disappointed to find out that Cullen was race-gated. After hearing that Solas was race-gated, I thought for sure that Cullen wouldn't be because I didn't think they'd do it to straight females again after ME3. After all, if they made Cullen gated, too, my thought process was that the there were going to be some races that were going to be left with a lack of choice except for Iron Bull. Hearing that they gave us Blackwall doesn't make it much better because that's a bit like giving us DA:I's version of Thane IMO. Yeah, he's equal opportunity, but he might as well be terminally ill, too.
Those of you who are finding out you can't do what you envisioned, you have my sympathies. I likely wasn't going to play a dwarf or qunari ... well, maybe a qunari eventually, but I've been stuck in the romance situation with ME3, and it bites.
