I'm hoping it's a bit of both! Still a bit shy and awkward when you come on too strong (Surana/Amell and Hawke could be a bit... pushy?), still formal enough that he can't say "prostitutes" because it's so inappropriate (or possibly even demeaning to the "young ladies"). But seeing as he's apparently grown bold enough that he can outsass an Antivan now, I expect he'll have some more attitude approaching this romance, more confidence in himself that he can be the man the Inquisitor sees in him.

Can't take a joke would make him even more adorable, I'd probably gang up with Vivienne and Dorian to mock the hell out of him. Out of love. Of course. Do you think Cullen might romance Josephine similar to Garrus and Tali from ME3 or Fenris and Isabela in DA2 if not romanced?
I've been taking a bet with my brother that if you don't romance Cullen or Cassandra, they end up together. Let's see how my wallet does in a few months...
