In fact, it seems likely that all our advisers are at the peace summit since it seems likely we'd start the game with all our advisers with us. We know the starting base of the Inquisition is in Haven so it make sense that everyone we get at the start of the game are survivors of the peace summit.

Well, it seems like Cassandra and Leliana are fine. It seems likely there are forces nearby the submit. Of course, who knows how much time has passed before you reemerge from the fade. It could be that Cass and company are sent to investigate what happened however, considering our first base is in Haven it seems like there are more people in the area. The enemy of thedas trailer seems to show forces sitting outside the summit meeting that survive. Everyone in the building the summit takes place in might be dead except the inquisitor but there could be a substantial force sitting right outside the building.

Everybody at the summit dies. That said, Cass and Leliana might literally have been on their way from Kirkwall possibly to the summit. Perhaps, since we know Haven was still around, the blast didn't decimate the entire mountain and maybe Cass's forces arrived to the town as the blast occurred. They saw the explosion, raced up the mountain, only to find everyone frozen in lyrium and then they see you fall out of the Breach.

I'm not comfortable with that as it seems like Shepard abuses her position to get him into bed with her. He repeatedly says it's a bad idea, in a matter of speaking, and turns down Shepard multiple times and seems to regret it afterwards if you bed him.
