I don't think that's Solas, but it's so hard to tell. I'm still thinking it's the Iron Bull.

Can anyone else see a Flemeth looking figure in the mist/cloud/smoke on the left of the inquisitor, or am I just seeing things?

Yeah, weird. A rogue inquisitor would've worn less bulky armor, and been more gender-neutral as a silhouette.
