Everyone is going on and on about how we won't be able to mod the game. So I don't see the point in spending 400 extra dollars to get the game on PC.
People can mod any game given enough time and motivation. Hell, fans created their own rudimentary modding tools just to be able to mod ME3, which is a game with no toolset and no mod support. The tools were robust enough to change the endings, adjust Thane's romance arc, add sound and art, etc. Not having a toolset makes modding significantly harder, but it does not make it impossible.
Modding a game that's not "meant" to be modded, like ME3 or DA:I, comes with lots of extra challenges for the end-user too. Installation usually involves more than unzipping a file to override. If you break it, it's a lot harder to fix. Things that might seem simple (hair mods for ME3, for example) can involve a lot of work, down to messing with vertices on the headmorph.
TL;DR--Mods can happen, just don't expect them to be easy to use or as extensive as, say, DA:O or Skyrim.
