Probably human again, as the game was originally written with a human Inquisitor in mind. We only got the other playable races in the extra year extension.

I always imagine the latter, that he's still new to this mushy love stuff so still really reserved about it. That being said, it could also be funny that he's so unaccustomed to it that he loses his cool unexpectedly at times. Can't wait to find out which it is!!

It's hard to google now the news of when they added the multiple playable races last year, but this was widely publicized at the time. The game was originally going to release last year with only a human protagonist, then EA gave BioWare a one year extension and they added a ton of new content, including the multiple playable races. Maybe there's still something in the devs diaries from they announced it.
But really, this means nothing. When they added the other races, they also added content that responds to them. They've mentioned a bunch of times that people and factions will react according to the Inquisitor's race, that for some Inquisitors gathering support from this or that faction will be easier/harder according to your race, etc. Surely if you're a Dalish Inquisitor the Dalish revolt subplot will pull you heavily into that.
My comment came out a bit jumbled, but what I mean is more that I think human nobles will likely have more overarching personal investment when it comes to the political subplots, much like they did in Origins when it came to the Landsmeet/Civil War etc, but we do know that human mages and elves, dwarves and qunari won't be ignored or get less attention from the game. There'll be responsive content for everyone.
eta: found one article! From August 2013, with Mark confirming it was one of the things they needed the extension for, and mentioning how different races will make the world react differently to your Inquisitor.

Looking at that Avvar thread reminded me of the Avvar guy who paints your Keep's walls with a dead goat, which is making me wonder what will Cullen's reaction be when I (definitely, totally) recruit that guy into the cause?
How do you explain to your orderly, pristinely dressed military advisor, who has nary a strand of hair out place nor a spec of dust on his robes, that this half-dressed furry savage with a dead goat on his shoulder bleeding all over your carpet could totally be a useful asset for the Inquisition...

Cullen is not one of my favorite for role playing reasons, but I like this character a lot in every game. He is one of those characters who makes you doubts about your ideas and your actions.
I still dream that my mage warden would have a relationship with Cullen and they will live a long and happy life! But, that didn't happened as i wanted it to lol.
I don't think he hates mages. i think you have 2 kinds of templars. yes, there is a bunch of templars that will like to be violent against mages, but there is another kind of templars that do their job to protect the mages against themselve, and that's a way to help and love someone. Cullen is probably one of this kind, for what i believe.
Sorry if I'm off topic, but I just wanted to share my opinion about this character
I'm happy he is becoming more important in Inquisition.
