I think it's after the Haven Chantry is attacked, because that's the first base (You see it in the twitch stream that Mike and Cameron did), and then Solas helps the group get to Skyhold... This is around the time of that concept art, A New Home, I'm pretty sure.
And you can see Cullen waving in the background.
What the background npc's are thinking:
Blonde Male Elf: Damn that shield, I can't see Cassandra's cracking arse!
Female Rogue: Oh Maker, Cullen is so dreamy!
Dark-haired Man: Pfft, I'm romancing the Bull...
And if you notice, Cullen has a bruise on the side of his forehead, around the temple area. So something definitely happened here.
