But does he keep a dainty fancy tea set? Or does he go for something functional?

Soldier's tea. Strong, probably been brewed way too long, so there's a lot of milk and sugar in it. A little too close to coffee, but not quite. But it's hot, and it takes the chill away from your bones when you've got to stand patrol during the long and gathering dark of cold nights.

There will never be such a thing as too much Pratchett. The man is a god.
My nan told me she was surprised I didn't want to call my child after one of my favourite authors. "Something like Jane (Austen)" she said. I didn't have the heart to tell her that if I did my kids would be called Terry and Pratchett. I'll leave her with the illusion that I'm a massive fan of period romance
I really love Pride and Prejudice as a book and a TV show and a film, but my heart is with sci fi and fantasy

I think the tea set Cullen uses is functional, very simple, very practical. White, clean, no fancy decoration, all purpose and little form.
But he can be appreciative of fine and beautiful things, even if it's not in his custom to have a lot of luxury in his life, so he appreciates how exquisitely fancy and intricately crafted the Inquisitor's tea set is.
Their cups make an odd match, but it works.

OT and maybe a teensy bit of shameless self-promotion, but have you heard of "Ever, Jane"? It's a Regency period indie MMO that's just starting up now.
I will read Pratchett until I die, I just can't get enough.
