I think the tea set Cullen uses is functional, very simple, very practical. White, clean, no fancy decoration, all purpose and little form.
But he can be appreciative of fine and beautiful things, even if it's not in his custom to have a lot of luxury in his life, so he appreciates how exquisitely fancy and intricately crafted the Inquisitor's tea set is.Their cups make an odd match, but it works.
I wonder if he has an ornate commemorative one somewhere, perhaps for his services to the Order, and he gets it out for the Inquisitor when they visit
