It might be Leliana, because there is no fifth person there to be part of the party. Or it might be an agent the Inquisitor sent out to make this camp (as explained in PAX). Or Sera can wear awesome hoods, too.

That would make sense.  You never know when you might need some advice, right?  So maybe they're present in camp.  Hmmmm.  That would be...nice.

yeah, the camp is pretty awesome. looks like we'll be able to set up regular camps as we travel.

as far as cullen not having any templar insignia, there are the red templars running about--and apparently alot of them. and they are razing the land and murdering ppl. i wouldn't be wearing any insignia of theirs right now, either. lest I be mistaken for sum crazy red templar.
