It's actually difficult, but it's possible to be aggressive and contrary enough toward him that he doesn't side with you against Meredith.
He will clearly become more uncomfortable with Meredith's regime, but if you convince him you're a disrespectful, self-destructive sociopath? He'll decide you aren't the one worth making an issue out of it.
You have to REALLY push him, though...
Not managed this on my AssHawke pro-mage, kill all Templar ruthless b***h runthrough as a Blood Mage.
Wiki canon says that this does not happen:
When you get outside, Meredith will be waiting with the rest of the templars. She orders your execution at this point, but Cullen will object, saying that they were only supposed to arrest the Champion. Meredith pulls out her sword, which is made from the lyrium idol that Bartrand had taken and then sold. She begins casting suspicions on all of the templars around her, then turns her weapon to Hawke and orders their execution. Cullen rises to your defense, as does Carver if you have sided with the mages, leading to Meredith becoming hostile.

dunno but I told myself the same thing. Also, I was trying to wait until payday (next week) to order my Cullen tank top but I caved and put it on the Visa because I didn't want it to sell out in my size. That's a valid concern, right? Right?

Mmm I don't think the wiki is a reliable source, except insofar as the fact that if it ever happened, someone *probably* would've added it. But that's as reliable as asking this thread; perhaps even less so since we pay more attention. Not managed this on my AssHawke pro-mage, kill all Templar ruthless b***h runthrough as a Blood Mage.

It also says Cullen is a mandatory ally against Meredith, you can have up to 8 fighting on your side, including dog, Zevran, Donnic, Nathaniel and of course your non party companions. Also in Game Guide under Last Straw.

Yeah, it seems that even if you aren't friends with him (HERESY!) he still rises to your defence.
Although I'm curious. He mentions when Meredith demands your execution that the plan was to place Hawke under arrest, but does this change depending on what side you took in the conflict? For a Pro-Mage, I could understand that reasoning, but I swore I've seen a Pro-Templar playthrough where he says the same thing, which makes no sense given that you were helping them restore order?
The only reason I could see for putting a Pro-Templar Hawke under arrest would be because you harboured Anders from Templar justice for years, they want to know if you knew of his plans or whether you chose to unwittingly aid him in his plans to plant the explosives in the Chantry?

I don't believe this line changes, and we've had lots and lots of speculation about what that line meant. My own answer lies here: What Counts

This is what I would think. To me it seems weird that Hawke would not be taken in, at least for questioning. I mean, the severity of the situation pretty much demands it.

Nope, I went pro templar through the whole game and he still says this. I'm like WHAT?! (No nookie for you tonight!)

@Sifr, yes the dialogue is the same in Templar ending about putting Hawke under arrest. Not sure if it was a fault of the hastily cobbled ending by Bioware, or Meredith seizing the chance to cause problems for the champion.

I always just assumed that Anders got about so much because of his Grey Warden status, but thinking about it recently I realised he is assumed dead, and is in hiding when you find him.
I suppose at the very least Hawke is one of the closest people to Anders at the time of the event, so questioning him for a possible motive would make a lot of sense.

It could also be viewed as Cullen walking a very fine line of compromise. Knowing full well that Meredith would prolly love to out right kill Hawke--pro Templar, or not. Cullen saying hey let the Champion go would not go over at all. Arrest is a compromise--for the situation. A hey let's just take Hawke in, we don;t have to have to kill Hawke, right?

Yeah, this is what I think. I think Hawke is a troublemaker and Meredith had it out for him/her the entire game, pro-templar or not. I imagine Cullen having to talk her out of all sorts of things, particularly as she gets more paranoid in Act 3. Getting Mer to agree to "only" arresting Hawke is the best Cullen could do.

Indeed. They've been friends for years. Hawke may have info on the Resolutionists. Without even realizing it. Asking who else Anders spoke with often? Where did they meet?
There would be alot of info the authorities would want to investigate just because Hawke and Anders were so closely associated for so long.

I think this could also be the case. There are so many places where we didn't get to explore the shades of grey they built into the ending.
