I don't think Cullen being an NPC is a bad thing under the circumstances. He's a major player in the Inquisition, and he's important enough to be shown in the group gathering. He's not just some random side character.
This could even bode well for the romance - it would be more a romance of equals, not leader/subordinate, and Cullen would have his own accomplishments to take pride in, not just those shared with the Inquisitor. It seems pretty healthy for him, especially since we're talking about Cullen, who spent so much time as Meredith's pawn. Maybe it's good for them both that he won't be the Inquisitor's pawn too.
As of today, I'm feeling really good about this. Seeing Cullen at the table with everyone else was really what I needed to show me the positives. He was there! And he has an important role to play, even if it's not the role of follower.

Cullen is an NPC. It makes sense. He's leading the Inquisition's military force for the Inquisitor. Hence the concept art, "A New Home".Spoiler

I'm not worried about NPC romances. In ME, NPCs were...well they were nobodies....and in DAI they are important to the gameplay and plot.

It seems both fair and realistic that if some characters are exclusively straight, others would be exclusively gay.
