Apperantly you don't have to complete main quests in order to advance romances.
In the Cass thread someone claims to have been able to lock in her romance before, Into the Abyss.
I only managed to do it after that quest. Maybe its a bug on my side.

Certain bits and pieces will unlock before but the bulk of the progression happens after the main quests.

I don't think by noble names they mean that both Cullen and the inquisitor are nobles, but more along the lines of "they have cool names" to kind of translate it.
Well, there's a difference between having the name from a noble family and having a noble title. A title doesn't follow every descendant of a noble, and often by the younger child of a younger child, he or she may have a knighthood (not inheritable) at most or no title at all.

In that case, they're using the word noble very loosely; odd for Orlesians who seem to be extraordinarily rank and class conscious. I can't imagine any Orlesian implying an elf, Dalish or not, is noble in any sense

The best looking armour can be found in the Hissing Wastes. You can unlock that area as soon as you gain Skyhold.

The mage armor is called Sturdy Battlemage Armor. You can also find the arms and boots for it at the same shop. This applies for the Warriors and Rogues as well.
